Subject Matter of Open Competition
The subject of the open competition is conduct of a study in order to investigate (at least 3) options for the passenger connection between Vanasadam and Rail Baltica Railway Station Tallinn Ülemiste from a technical and economic standpoint, implement CBA analysis and propose the optimal solution as a sketch route layout to be provided as an input data for the design preparation (hereinafter – Study). The main objective is to ensure an efficient link between both TEN-T nodes, by providing a sustainable, high quality, high capacity and fast connection, in order to integrate urban, suburban and international passenger flows.
The provision of the study will take place in Tallinn (Estonia).

Submission of Proposals
Proposal for the open competition shall be submitted personally, by courier or registered mail delivery to the RB Rail AS, Krišjāņa Valdemara iela 8-7, 4thfloor, Riga, LV-1010). Proposal shall be submitted not later than by 26 September 2017, till 11:00 o’clock.
Opening of Proposals
The opening of Proposals takes place during an open meeting of the procurement commission at 11.00 o’clock on 26 September 2017 at RB Rail AS office on 4th floor, Krišjāņa Valdemara iela 8-7, Riga, LV-1010, Latvia.
