On September 7, the Supervisory Board of RB Rail approved the basic principles of the Rail Baltic/Rail Baltica procurement model which is core to the Contracting Scheme. In order to legally certify that all involved parties agree to this model, Ministry of Economic Affairs and Communications of Estonia, Ministry of Transport of Latvia, Ministry of Transport of Lithuania, Estonian Technical Regulatory Authority, RB Rail, Rail Baltic OU, Eiropas Dzelzceļa līnijas, Rail Baltica Statybas UAB un Lietuvas Geležinkeliai have to sign the Agreement on the Contracting Scheme for the Rail Baltic/Rail Baltica until September 30, 2016. During September the parties still have to agree on some legal issues to be stipulated in the agreement.
After signing the Agreement on the Contracting Scheme for the Rail Baltic/Rail Baltica, common procurement standards and guidelines for all procurements will be defined by RB Rail as well as common procurement documentation templates and a set of minimum requirements for supplier qualifications. Also, RB Rail will offer more detailed information about the project procurements and planned dates of their execution in the beginning of 2017. Knowing the contractual needs, RB Rail will start to plan its organisation structure to recruit employees from three Baltic states.
During the meeting the Supervisory Board agreed on Management Board recruitment in the Baltic by executive search to commence within one month. To implement this decision, RB Rail is shortly planning to announce the request for the proposal for procurement to find the executive search company. The procurement process could conclude in approximately one moth.
