In respondence to requests from potential suppliers the Rail Baltica national implementing body in Latvia – Eiropas Dzelzceļa līnijas – has extended the deadline for applications for the international tender for supervision services of the construction works of the Rail Baltica main line until 5 April 2022.
The tender for engineering consultant and construction supervision services is being held at the same time with largest construction procurement in Latvia “Rail Baltica main line construction in Latvia”. Therefore, a construction and supervision team will be established to carry out construction works of the Rail Baltica main line and infrastructure works in Latvia (outside the capital city of Riga) in the first half of 2023. The construction is intended to be implemented sequentially in accordance with the readiness of the sections.
Chairman of the Board of Eiropas Dzelzceļa līnijas Kaspars Vingris: “We have respected the candidates’ suggestion and extended the deadline, as we are interested in receiving well-considered and detailed proposals. Experienced and highly-skilled associations of construction companies have applied for the main line construction tender what gives us confidence – construction supervision must be at an equivalent level in accordance with the high requirements of Rail Baltica safety, operation, environmental accessibility, laws and regulations and client’s demands to be managed within the framework of the FIDIC Contract. We have organised several online meetings for potential suppliers, explaining the tendering process, requirements and other issues. The high level of interest in these webinars among potential tenderers shows that there is also a high level of interest in participating in these tenders. It is important to acknowledge that the construction of the Rail Baltica railway line in Latvia, more than 200 km long, will be the largest project in Latvia in a few years’ time and we need to be prepared for it well in advance. Despite the slight extension of the tender, the timing of this project will not be affected.”
As it has already been reported, on December 17 last year, the Rail Baltica national implementing body in Latvia, Eiropas Dzelzceļa līnijas, announced an international tender for the construction supervision services for the construction of the Rail Baltica main line. The subject of the FIDIC tender procedure is the provision of engineering consultancy and construction supervision services for the construction works of the Rail Baltica main line infrastructure in Latvia (outside the capital city of Riga). The candidate must have experience in the supervision of railways and other civil engineering infrastructure.
The tender is organised in two stages: the first one will include the selection of candidates, and the second – evaluation and, if necessary, negotiations of the initial proposals submitted by the tenderers, submission of the final proposals and the conclusion of the procurement contract.
The second round is expected to be launched in May 2022. The contract with the successful tenderer is expected to be concluded in September 2022.

The total length of the Rail Baltica railway corridor in Latvia is approximately 260 km starting at the Lithuania-Latvia border and crossing 10 municipal territories: Bauska, Ķekava, Olaine, Mārupe county, the capital city Riga towards the direction of Estonia through Salaspils, Ropaži, Sigulda, Saulkrasti and Limbaži counties.
Up to 85% of the project is financed from the European Union’s Connecting Europe Facility with the remaining part being ensured by the Latvian state budget.
