RB Rail AS, the joint venture company responsible for coordination of the Rail Baltica global project, announced that Emilien Dang assumed the role of Chief Technical Officer (CTO) and member of the management board, effective from 3 July 2023.
Emilien Dang has a track record of leading teams through all project stages, from tender specification to testing and commissioning. He has extensive experience in spearheading systems and signaling deployments in mainline and metro systems across different countries, thereby gaining valuable multicultural project experience.
Prior to joining RB Rail AS, Dang held the position of Managing Director at SINTRA, an Egis group subsidiary specializing in Railway Signaling Engineering. He oversaw a team of 59 employees across five sites in France and managed various railway signaling projects. Additionally, he served as the Project Director for Thales US, where he led the modernization of the signals system CBTC project on the NYCT line 7. He also held the position of Signaling Project Manager for the renowned Doha Metro project in Qatar, responsible for deploying signaling and telecom systems across its three lines.
With previous roles as the Head of Rail Signaling System Engineering at Thales Australia and the Head of Signaling System Engineering at Thales France, Dang has consistently delivered innovative transportation projects worldwide. His involvement in significant high-speed rail projects, such as the Channel Tunnel Rail Link (CTRL) in the UK, further showcases his expertise in the field.

The CTO will manage all technical aspects of the global Rail Baltica project in cooperation with national beneficiaries, implementing bodies, and key stakeholders. He will be responsible for the technical aspects of studies, design, and construction of the high-speed railway line. Additionally, he will manage the technical requirements for the project and conduct reviews to ensure construction adheres to the specified requirements.
The RB Rail AS Management Board comprises six members: Marko Kivila, who serves as the Chairperson of the Management Board and interim Chief Executive Officer (CEO) and assumes the position of Chief Procurement Officer (CPO); Marius Narmontas as the Chief Operating Officer (COO); Emilien Dang as the Chief Technical Officer (CTO); Thierry Bousillon as the Chief Programme Management Officer (CPMO); and Anrī Leimanis as the Chief ESG Officer (CESGO).
