Four internationally recognised engineering companies from four countries – Germany, Spain, Italy and France – have submitted applications to the international tender for construction supervision services of the Rail Baltica main line construction works. All the tenderers have vast experience in construction and engineering supervision works. The tender is characterised by fierce competition, which will result in opportunity to select the best proposal in terms of quality and costs.
The following companies have submitted applications to the tender for construction supervision services of the Rail Baltica main line construction works:
- DB Bahnbau Gruppe GmbH (Germany);
- Italferr S.p.A. (Italy);
- SYSTRA S.A. (France);
- Tecnica y Proyectos S.A. (TYPSA) (Spain).

Tender for engineering consulting and construction supervision services takes place simultaneously with the most voluminous procurement for the construction of railway line in Latvia – the tender “Rail Baltica Main Line Construction Works in Latvia”. Thus, construction work and supervision team will be established to ensure timely performance of construction works in Latvia outside the borders of Riga and successfully commence main line construction works in the first half of 2023 according to the readiness of the line sections.
Last year, on 17 December, Eiropas Dzelzceļa līnijas announced international tender for construction supervision services of the Rail Baltica main line construction works. Subject of procurement of the FIDIC tender procedure is provision of engineering consultant and construction supervision services for the construction work of the Rail Baltica main line infrastructure in Latvia outside the borders of Riga.
Candidate must be with a long-term experience in construction supervision of railway and other engineering infrastructure and FIDIC contract management.
The tender includes two stages: the first one will consist of the selection of candidates, while the second one will include assessment of the initial proposals of the tenderers and, if necessary, negotiations, submission of final proposals and conclusion of procurement contract. Announcement of stage two is scheduled for May 2022. Conclusion of contract with the winner of the tender is scheduled for September 2022.
