International tender launched for the Rail Baltica main line construction supervision services in Latvia

On 17 December the largest tender for the construction supervision services of the Rail Baltica railway line in Latvia.

 The contracting authority is the Rail Baltica national implementing body in Latvia – Eiropas Dzelzceļa līnijas. The international tender for the construction supervision and engineering services will be carried out in two stages. It is expected that the winner will be chosen, and contract concluded at the end of 2022. The agreement will be conducted in accordance with FIDIC consultancy contract White book.

The newly launched tender is taking place at the same time with previously launched tender “Rail Baltica main line construction in Latvia”. Therefore, a construction and supervision team will be established to carry out construction works of the Rail Baltica mainline and infrastructure works in Latvia (outside the capital city of Riga) in the first half of 2023. The winning candidate must be experienced in in the construction supervision of railways and other engineering infrastructure.

To inform interested suppliers about the content of the subject-matter of the procurement, as well as obtain feedback from interested suppliers Eiropas Dzelzceļa līnijas will hold an online webinar on January 19, 2022 at 3 p.m. (EET). To participate in the consultation the interested supplier should apply by sending message to e-mail [email protected] containing company name and contact information of the representative.

Supervision services of the construction for the remaining sections and structures will be procured in separate tenders, including the sections of the mainline in the city of Riga (from Riga Airport to Torņkalns Station and from the Central Railway Station to Acone), mainline cross-border sections on the Latvia/Estonia and Latvia/Lithuania borders (total about 20 km long on the territory of Latvia) and the construction of the future Salaspils multimodal freight terminal.

This procurement does not concern the supervision of the construction works of regional stations in 10 municipal territories: Bauska, Ķekava, Olaine, Mārupe county, the capital city Riga towards the direction of Estonia through Salaspils, Ropaži, Sigulda, Saulkrasti and Limbaži counties. A procurement for the design of regional stations has been announced to be conducted at the end of 2023.

The implementing body of the Rail Baltica project in Latvia has already concluded agreements on construction supervision and successful works are underway at both the Riga Central Railway Station and the Riga Airport railway station. Rail Baltica station at Riga Airport is supervised by an association of Latvian and foreign companies consisting of SIA Forma 2 (Latvia) and Prointec S.A.U. (Spain) but the construction supervision of Riga Central Station and quality expertise at the Central Railway Station in Riga are performed by Egis Rail SA, DB Engineering & Consulting GMbH and Egis Batiments International.

Up to 85% of the project is financed from the European Union’s Connecting Europe Facility with the remaining part being ensured by the Latvian, Estonian and Lithuanian state budgets.
