Rail Baltica: The People Behind the Vision. Jūratė Balčiūnaitė

Rail Baltica is a railway infrastructure megaproject that spans across several countries. The depth of skills and expertise required to successfully execute a greenfield project of this caliber is extensive and would not be possible without our diverse team of professionals.

Welcome back to our series, “Rail Baltica: The People Behind the Vision,” where we introduce you to the members of the Rail Baltica global project team. These individuals are the driving force advancing the Rail Baltica project with their professionalism, dedication, and passion for this project.

Jūratė Balčiūnaitė, Head of Investment Management, LTG Infra

In her role as the Head of Investment Management, Jūratė oversees the organization’s investment strategy, developing both short- and long-term investment plans, and managing its investment portfolio. Essentially, she ensures a desirable balance between risk and return while maintaining the organization’s fiscal security.

When did you join the Rail Baltica project and what inspired you to become a part of the team?

I joined Rail Baltica a year ago, viewing it as a challenging next step in my career. The opportunity to contribute to one of Lithuania’s largest projects was incredibly exciting. During my time here, the Rail Baltica investment team has taken on the responsibility of managing risks and seeking solutions. I’ve come to understand that there are no straightforward issues within Rail Baltica, and equally, there are no simple solutions. This megaproject is inherently complex and has far-reaching international impact.

How would you explain to a 5-year-old or a slightly older newcomer in the railway industry what you do in Rail Baltica?

As part of my responsibilities, I oversee the financial aspects of the Rail Baltica project in Lithuania, ensuring adequate funding for the construction of the high-speed train railway. In simpler terms, my job is making sure that Rail Baltica in Lithuania would have enough money to build the European railway.

If I had to advice a newcomer joining the project team, I’d tell them, that it’ll never be easy or simple. However, this job offers exceptional opportunities for growth. Embrace the challenges that come your way and enjoy the journey.

What do you believe is the most challenging aspect of the project?

The Rail Baltica project isn’t just international, it’s also remarkably complex. It combines technical and political considerations across several countries – Latvia, Estonia, Lithuania, Poland, and Finland. Moreover, it’s funded, overseen, and driven by the European Commission, as the Baltic corridor will play a crucial role in Europe’s future infrastructure.

It is a highly ambitious project. From travelling quicker and more freely, studying, or working anywhere in the Baltics, enhanced safety, and numerous socioeconomic advantages – our future generations will benefit from it greatly.

What specific skills do you believe you bring to the Rail Baltica project team that sets you apart from others?

In my everyday work, I maintain a professional attitude that centers around the belief that every situation has a solution. I never give up, remain calm, and view difficult situations as opportunities for growth. Even when faced with seemingly insurmountable challenges, I find a way forward.

What hobbies, interests, talents do you have?

I have a passion for women’s recreational orientation rallies. As someone who enjoys driving, I find great motivation in assembling and helping lead the best team to victory. This principle extends beyond the rally track and into the professional realm: exceptional teams are the driving force behind remarkable achievements. Just as Rail Baltica promises to enhance efficiency and progress, so too do outstanding teams elevate any endeavor.
