The contracting authority, joint venture “RB RAIL AS”, announces the winner of the open competition on design guidelines of the Rail Baltica railway that is subjected to the provision of engineering services to develop unified design guidelines for the Rail Baltica construction project.
According to the decision made on the basis of the most economically advantageous offer, the Procurement commission awarded the contract to “SYSTRA S.A.”. The contract amounting to 563 065,00 EUR excluding VAT was concluded on June 30, 2017.
The purpose of the tender on design guidelines of the Rail Baltica railway is to provide engineers with a standardized approach to the Rail Baltica design, which will be mandatory for the design, construction and operations of the Rail Baltica infrastructure and will be endorsed by the respective national authorities, if applicable. The design guidelines will allow to ensure railway interoperability and accelerate the railway design and construction process.
In total, four applicants submitted their proposals for the open competition. These applicants included the consortium of Lithuanian and French suppliers operating under “Egis Rail S.A”, the French supplier “SYSTRA S.A.” and two suppliers from Germany – “DB Engineering & Consulting GmbH” and “Gauff Rail Engineering”. The open competition was organised in accordance with the Public Procurement Law of Latvia.
“SYSTRA S.A.” is a consulting and engineering group of French origin specializing in transport infrastructure design. The enterprise has been operating in the field of transportation for 60 years and is currently present in over 80 countries. “SYSTRA S.A.” has previously worked with railway projects implemented in France, England, China, Mexico, South Korea, U.S. and other countries.

“RB RAIL AS” is a multi-national joint venture of the Republics of Estonia, Latvia and Lithuania, which has been established to implement Rail Baltica – the first pan-Baltic infrastructure project of its kind.
“RB RAIL AS” is the central coordinator for the Rail Baltica project. Its main business is the design, construction and marketing of the railway. The project involves the construction of a high-speed rail line infrastructure from Tallinn to the Lithuanian/Polish border.
