RB Rail AS is a joint venture equally owned by Estonia, Latvia, and Lithuania through their state-owned companies. More than a commercial entity, it represents a strategic effort to strengthen regional integration through improved connectivity, economic ties, and security.

Organisation
Initially responsible for design, construction, and promotion, RB Rail AS now serves as the central coordinator for the Rail Baltica project, as defined by the Project Management Agreement. RB Rail AS plays a crucial role in building consensus and engaging stakeholders. Its mission and key functions focus on effective communication, stakeholder management, and decision-making – all essential for the project’s progress. The organisation also works to attract financing, apply diplomacy, and serve as a centre of excellence and expert knowledge.
